With most of the states wanting to jump ahead of Super Tuesday this year, the National Democratic Party had to resort to very strict rules to keep the states from running amok and doing whatever they pleased. They made it very clear that any state who held it's primary or caucus before the nationally approved date would lose all of their delegates.
